Donation - Rules :O

Yesterday I went to donate blood in our workplace.
I filled up the form with all different types of questions. I sat in the line. When my turn came, the doctor called me and looked at the form and said, "how long have you been in US?". I said since Jan '10. Then she said sorry you cannot donate blood.
The rule is -
You should not move out of US for continuous 3 years

Then I thought is this rule necessary... sounds weird. I thought in mind, does this be the case if somebody is dying and if I'm the only donor present.. :O... don't know...
But later I realized that their medical records will have information if the donor has any problems previously in last three years. If he moved out of US, in which case the records does not show the treatments outside US. This might be the reason for the rule.
But still if in need of donor, if this is the case they can do medical check before donating....:)
